Now I finally figured out what is making that sound
It sounds like a Car Motor that runs Bad
Cough Cough ...............................Vruuummmmmmmmmmm
Over and over
It has been going on at night for years
Finally I cought them
My Nextdoor negbor has a Vehickle in thier back yard
It is not Running the motor
It is the Sound/Music it plays
I would get up to go to work , and it had been doing that until 5:00 in the morning
Its a Subsonic Sound
That is werd

I put a sheet of insulation (4 by 8 ) by my frount door That helps a little bit

Today after a long day at work
There were two diffrent ones
Really doing it
I feel they bring thier music (If you can call it that) into my house
THEY should suffer worse, than my Headake

It seems like the police shoud be getting tired of running over there all the time. Warnings can only go so far, its time to have them arrested.

I do think its time you started your country music nice and loud, If they are up all night with their boom stuff going, they must sleep during the day. Play your stuff during the day and go to work.
OK, not really, but it was a fun thought.

Are you talking a large sheet of styrofoam or something? In front of the door? You have to move it whenever you go out? Do you really think a piece of styrofoam in front of the door is going to make a difference? Frecks, your post creates more questions then it answers. Try lining the inside of your house with aluminum foil. Every wall, every ceiling, even the floor. That might help with the sound. And even if it doesn't, you will be safe from aliens and radioactivity and sunspots and stuff.

Sunday night at 2:20 a.m. (so, Monday morning, actually), I awake to loud, booming, blasting music.
I go on my balcony, and there on the corner are two guys who have parked their car, blaring music, and are standing on the sidewalk next to it dancing and singing.
A public nuisance by any definition.
I shouted from the balcony: "Turn down the music!!!" and, predictably, they shouted obscenties at me, gave me the finger, made other gestures, and started whooping and hollering even louder.
I have never once called 911 for noise disturbance. I live a in very high crime city, and I always figure the police have real emergencies to deal with, and I don't want to pull them away from the big stuff.
I've called 311 in the past, but I always just ended up being on hold 20 minutes, 30 minutes, 40 minutes, until I gave up and hung up.
Well, I dialed 311 again, and to my great suprise got a person right away and told her the deal. I kept a look-out for about 15 minutes and no police car came. Then I had to go to the bathroom -- when I came back out, the two assholes and their car were gone, so I am assuming the police did come.
My situation was much easier to deal with than Frecks', of course, because these guys weren't my neighbors, and I don't have to deal with them every day. Frecks' situation is much worse.
What complicates matters is that people who act like this, are often dangerous, too, not just obnoxious. But I do think that turning a blind eye to this stuff only makes the situation worse. People like this will not stop on their own. And it only encourages other jerks to act the same way.
Frecks -- I am wondering the same thing redsky mentioned -- why the police aren't finally arresting them, or giving them a serious fine, or cracking down in any kind of meaningful way. I don't get it.
Frecks, most likely you are right that there are racial aspects involved in this, which just makes the whole thing more difficult, and potentially more dangerous for you.
This stinks beyond belief. Noone shoud have to put up with this.
Can you go to your local police department and ask to speak to someone in person? (If you haven't already, keep a notebook handy on which you jot down dates and times of music blaring, when you called the police, when they came, etc.)
