I think it is hard to know how bad it was without being there. If my kids get too rough, they are stopped from playing too. If it was just normal tag, sure, and accidents happen, but when they have a really rough constant game that is sending kids to the nurses continually - I would want it stopped. If I was going that crazy as a kid, I would have been stopped too, so I don't think it has changed much.
My daughter (11) went down-hill skiing with her class this year. That was her first time on skis, and skiing is actually quite dangerous. We had to sign permission slips, of course, and safer options were offered, but I don't think it is danger that is being stopped, but bad behavior by the kids.

umm actually times are a lot different now.. too many parents let their kids run wild (check out my 'why is he not dead' thread) without limitations, and no real social skills, kids dont really care who they hurt nowadays. im sure when you were a kid, you at least had some sort of reasoning to tell you what was right or wrong.
im sure the pricipal got a lot of calls from the parents of kids who were sent to the nurse. at which point he was basically forced to take action.
normal tag doesnt send kids to the nurse.. maybe one or two, but not usually.
